EU Tells Ukraine to Implement Reforms Before Requesting More 2027 Funding

The European Union is emphasizing the need for Ukraine to implement agreed-upon reforms and utilize existing financial assistance before seeking additional funding for 2027. This comes amid Ukraine’s warning of a potential €69 billion funding gap next year, primarily due to defense costs and essential government services.

EU officials have highlighted the priority of disbursing funds already committed under the bloc’s €90 billion support loan for 2026–27. Of the €45 billion allocated for 2026, only €15 billion has been disbursed so far. The release of further payments is contingent upon Ukraine accelerating the implementation of agreed reforms.

Both the EU and the International Monetary Fund are currently assessing Ukraine’s projected financial needs and exploring possible solutions for the anticipated shortfall. Ukraine, meanwhile, has proposed the use of frozen Russian central bank assets to help finance its wartime expenditures. However, this suggestion has met resistance from some European governments, particularly in Belgium, due to legal and financial concerns.

As discussions continue over Ukraine’s future financing needs, the EU is maintaining a focus on ensuring that the conditions attached to existing assistance are met. This approach underscores the EU’s commitment to supporting Ukraine while also ensuring accountability and progress in agreed reforms.
