The European Commission has initiated the second round of funding under its Security Action for Europe (SAFE) program, offering €21.3 billion to bolster defense capabilities across the European Union and provide support to Ukraine. Announced on October 29, this funding is part of the expansive €150 billion SAFE initiative, which aims to boost defense investments and enhance military production capacity in the region.

This new funding cycle places emphasis on joint procurement projects that address urgent defense needs, with specific priorities identified for Ukraine. EU Defence Commissioner Andrius Kubilius highlighted air and missile defense systems, drones, counter-drone technology, and ammunition as key areas of focus for Kyiv’s military support.

EU member states have until November 13 to submit their applications for the funding, with provisional allocations expected to be announced within two weeks post-deadline. The selected projects must be fully implemented by June 30, 2027. In the first funding round, approximately €130 billion in loans were requested by 19 EU countries, though some later reduced their borrowing. This included Hungary, which decreased its application from €16.4 billion to €5.4 billion, as well as Italy and France, leading to more available funds for this second round.

While some countries, such as Germany and the Netherlands, opted out of the initial round due to more favorable national financing options, others like Poland were significant applicants, requesting €43.7 billion. Poland is anticipated to seek further support in this latest cycle as it continues to expand its defense capabilities. Additional countries, including Ireland and Greece, may also consider applying.

The overarching goal of the SAFE funding is to fortify Europe’s defense industry while simultaneously meeting Ukraine’s pressing military needs through coordinated procurement and investment strategies. This initiative underscores the EU’s commitment to regional security and defense collaboration amidst ongoing geopolitical tensions.
